Change Management Lead

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for Change Management Lead on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am – 17:30pm.

Job Purpose:

Wirral Council is looking for an experienced Change Management Lead to drive transformational change across the organisation’s procurement activities and support delivery of the Commissioning and Contract Management Project under our Financial Reform Programme.

As part of the project, a review of our commissioning arrangements is being undertaken with the aim of improving our commissioning, procurement and contract management processes by embedding a new commissioning model across the organisation that will deliver better outcomes for residents.

Job Specific Accountabilities:

• Lead on the delivery of a new commissioning model across Wirral Council.
• Support the development of procurement processes as we implement a new ERP system.
• Improve compliance with purchasing and contract management processes.
• Deliver a service review of the procurement function.

Knowledge, Qualifications and Experience:

• Service review and change management experience.
• Procurement and/or Strategic Commissioning experience.
• Experience of developing and implementing procurement and/or commissioning strategies.
• Stakeholder management experience.
• Proven leadership capabilities
• Pro-active and solutions driven with the ability to work to strict deadlines
• Effective communicator with an ability to create a collaborative work environment.
• Highly organised and detail oriented.
• Corporate Member of the Chartered Institute of Procurement and Supply – qualified to Diploma standard or equivalent
