Clerk of Works (SO2) Capital Programme

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for Clerk of Works (SO2) Capital Programme on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

To represent the Council in regard to the close out of post contract, post practical completion and defect liability period defects, ensuring that these are recorded and completed in accordance with the design, standards and legislation.

Job Specific Accountabilities:

• Undertake site visits and inspections to ensure compliance with the contract specification and drawings, current legislation and the Council’s standards and policies as they relate to the Capital Programme Works related projects.
• Assist, instruct and advise contractors on site on matters related to quality control and the interpretation of contract documents as they relate to all Capital Programme Works allocated projects.
• Attend site meetings and maintain accurate records in order to prepare progress reports on site activities and all other related issues to the appropriate supervising manager/ stakeholder
• Monitor contractors’ performance in carrying out defects works, ensuring a high quality service is delivered to all stakeholder groups and in particular to those relating to the Capital Programme Works related projects.
• Monitor defects post practical completion and their close out.
• Ensure that all statutory and compliance obligations are formally documented and implemented through the Council’s risk management systems.
• Identify product or performance defects, organising and directing the remedial course of action to the Capital Programme Works projects
• Carry out accurate and timely inspections of properties across the Capital Programme Works programme.
• Carry out regular inspections of the work being undertaken at the allocated sites, comparing work underway or completed with drawings and specifications.
• Identifying defects and suggesting ways to correct them if required as they apply to the projects and check that they have been satisfactorily completed.
• Keep updated on current legislation related to the Council’s statutory obligations and work with colleagues to ensure that processes and procedures are in place to facilitate the delivery of these.
• Support the implementation of technical specifications and contract documentation, ensuring that they reflect the relevant standards in accordance with contract management best practice.
• Liaise with suppliers to achieve the required level of performance.
• To plan, arrange and execute own work in accordance with departmental policies and procedures in order to meet statutory requirements, client needs, personal and team objectives and targets.
• To take an active role in developing the team and procedures and practices within the team.

Knowledge, Qualifications and Experience:

• Construction/Surveying/ property related Higher Education
• Qualification, Construction Trade Certificate and a CSCS card or equivalent experience.
• Relevant professional qualification in a discipline covering building and construction e,g MICWCI
• Evidence of continued professional development.
• Ability to work flexibly and attend Council and Public meetings outside usual working hours as required.
• A disciplined approach to time and workload management.
• Ability to work at various sites across the Borough as required.
• Hold a valid UK Driver’s Licence.
• Experience of managing construction or building and related projects.
• Experience of working collaboratively with contractors and trades to deliver a service to budget and within the quality expected by the customer and the organization
• Significant experience of identifying, engaging with and managing a diverse range of contractors and stakeholders.
• Knowledge and understanding of regulatory, statutory and legislative requirements in relation to property maintenance.
• Ability to prepare specifications, schedules of rates, design drawings, planning and building regulation applications.
• Ability to write clear and accurate reports.
• Excellent verbal, written communication, presentation and interpersonal skills, able to analyse property data and interpret it for non-experts.
• Knowledge of current H&S legislation and CDM regulations and how this relates to the maintenance service and the council.
