Condition Surveyor (CTL)

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for Condition Surveyor (CTL) on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

To undertake stock condition surveys on Council’s existing housing stock in order to update current stock condition data held in the asset management system. Stock condition information to be collected using specialist software which will uploaded the data into asset management database in real time. Assist with dealing with queries arising from the surveys and data collected.

Job Specific Accountabilities:

• To complete inspections of council owned and leased properties in order to complete stock condition surveys.
• To assess properties against the decent homes standard, including applying the Housing Health and Safety Rating System (HHSRS) in relation to surveys.
• To visit properties, carry out inspections and prepare outline schedules of work to enable budget costings and programmes to be prepared.
• To inspect the condition of estate boundaries, footpaths and communal areas within estates and blocks of flats.
• To carry out periodic fire risk assessments of blocks of flats.
• To ensure that any urgent repair work identified is incorporated into programmes or recognised as day to day repairs.
• To carry out ad hoc surveys including in connection with the right to buy and for the preparation of energy performance certificates.
• To collate all information necessary and ensure this information is inputted into the asset management system.
• To prepare reports and attend meetings when necessary.
• Maintain knowledge of the current Team Plan and understanding of own contribution in order to ensure delivery of this plan.
• Demonstrate cost-consciousness and identify any cost effective changes to own way of working.
• Provide information so that that the effective use of stock condition data can accurately inform current and future planned works programmes.
• Identify and suggest any improvements to current ways of working and systems across the team in order to deliver a more efficient and effective service for customers.

Knowledge, Qualifications and Experience:

• HNC / HND / degree level building or construction qualification, or equivalent through relevant training and experience.
• Relevant professional qualification in discipline covering data management; preferably relating to building and construction.
• Evidence of continued professional development.
• A thorough understanding of the Decent Homes standards, Housing Health & Safety Rating System and Energy Efficiency measures
• Good general knowledge of construction and an understanding of mechanical and electrical installations
• Excellent verbal, written communication, presentation and interpersonal skills
• Knowledge of Health & Safety at an operational level as well as knowledge and understanding of Building Regulations and Party Wall issues
• Demonstrate sound knowledge of the Building Regulations, Disabled Access, Fire, CDM and Health & Safety Legislation
• Strong influencing expertise, able to work intuitively and liaise effectively with a wide range of stakeholders.
• Numerate and IT literate, able to work effectively with the Microsoft Office suite of applications and a range of asset management systems.
• Able to organise own workload and work methodically to meet predetermined targets and deadlines
• Be committed to the provision of a high quality customer orientated maintenance service to council tenants including an understanding of equal opportunities issues
• Ability to assess risk and promote risk awareness without being risk averse.
