Emergency Planning Officer

Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for a Emergency Planning Officer on a 12 months contract with a possibility of an extension.

Main purpose of post

• The Emergency Planning Officer plays an important role in supporting the planning for, protecting and maintaining public safety, in compliance with the Civil Contingencies Act, 2004 and supporting legislation.
• Develop and maintain corporate emergency preparedness and organisational resilience.
• Deliver the Council’s Event Safety Service.
• Provide training and exercising to validate the Council’s plans and develop the expertise of officers with an emergency response role.
• Undertake the role of Resilience Advisor in an emergency.
• Lead on the administration functions of the Council’s Emergency Planning Service

Responsibilities

• To report to the Emergency Planning Manager (EPM) for line management and supervision and deputise for the EPM and Head of Service at any internal or external meetings, as required.
• To assist in the development, maintenance and exercising of corporate emergency plans, procedures and supporting documentation, in relation to generic emergency response
• To ensure the Council remains compliant with the Resilience Standards for London, having appropriate arrangements in place to respond to local incidents or to support the London Resilience Partnership (LRP) where necessary. In addition, ensure appropriate input to the creation and development of pan-London plans, and to keep abreast of information circulated throughout the LRP which is of relevance to the Council.
• To coordinate the council’s Business Continuity (BC) management programme by ensuring services have completed Business Impact Assessments and Business Continuity Plans, quality assuring content and robustness of arrangements, performance managing and advising staff at all levels as necessary.
• To develop and maintain corporate business continuity strategies, policies, governance and plans; integrating BC arrangements with EP as appropriate.
• To train and exercise all officers with regard to BC planning and response. This includes corporate inductions, e-learning modules, ‘off the shelf’ training packages and workshop training sessions to those with an active role in BC incident response (e.g. Resources Service Group Link Officers (SGLOs), BECC Link Officers, Resources Exec Heads, etc.)
• To promote to local businesses of the benefits of creating BC arrangements, and support local businesses to create BC arrangements.
• To work with the Emergency Planning Manager and Head of Service on the delivery of targets and outcomes for the EP/BC work plan and upcoming priorities.

Skills/Qualifications

• A good understanding of relevant contingency planning and integrated emergency planning legislation, regulations and guidance.
• To have relevant experience working in an Emergency Planning and/or Business Continuity position(s), and possess the knowledge of how to effectively prepare for, respond to, and recover from, internal and external emergencies.
• Have a relevant degree or be able to demonstrate equivalent knowledge and skills through training in a relevant area.
• To be able to demonstrate a commitment to personal development in order to meet the changing demands of the position.
• To possess effective problem solving skills and be confident in making decisions to resolve situations that arise.
• To have the ability to identify key challenges, issues and gaps that may exist in processes, procedures and frameworks, and put forward innovative and creative solutions to complex problems.
• To be able to challenge and critically evaluate information and data, considering the bigger picture and wider implications to the service and Council.
• To possess the ability to confidently communicate effectively with various audiences, including members of the Council’s Corporate Management Team, Councillors, multi-agency partners, internal departments, residents, etc.
• To possess the ability to write and deliver strategic reports and presentations that effectively articulate key messages and promote the resilience agenda to stakeholders.
• To be confident in researching topics and themes of work, and applying analytical skills, to enhance the level of service provided.
• To possess experience of managing projects.
