Enforcement and Compliance Officer

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for Enforcement and Compliance Officer on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

The main purpose of this role is to assist the client side management of Parking Services including compliance and monitoring duties of contracts and processes within the service. Active involvement in change and business improvement projects to ensure the service continues to meet statutory obligations is a key requirement of this role.

Parking Services includes all processes related to on and off street parking, bus lane and moving traffic enforcement, operation of multi-storey and surface car parks across the Borough, operational responsibility for Controlled Parking Zones, blue badge and permit fraud enforcement, assessment of applications for installation of disabled bays. These are managed through a mix on in house and outsourced arrangements.

Job Specific Accountabilities:

• Carry out independent but low risk interventions/assessments to identify customer needs or deliver services directly to customers.
• Assist more experienced colleagues in delivering complex service activities/assessments in order to meet or identify customer needs and develop own skills and experience.
• Provide advice and support to customers using Council procedures and policies.
• Where appropriate supervise the tasks and activities of other team members including prioritising and scheduling of work.
• Ensure daily correspondence and permits are logged and dealt with, in accordance with statutory guidance and agreed service levels, or directed to appropriate internal and external parties.
• Undertake compliance spot checks on a sample of informal appeal rejection correspondence, all informal appeal acceptance correspondence and undertake Enforcement Authority approval function for all formal representation responses, quality assuring them in accordance with relevant legislation, best practice and approved guidance.
• Respond to all correspondence received post Charge Certificate in accordance with relevant legislation, best practice and approved guidance within agreed service levels.

Knowledge, Qualifications and Experience:

• Previous involvement in an active frontline, investigative problem-solving role in a range of real life situations is an advantage for this role
• Familiarity with basic office systems including Microsoft Office.
• An organised and methodical approach to note taking and record keeping.
• Well developed, effective verbal and written communication skills.
• Applies sound time management and organisation skills.
• Physical ability to carry out all tasks required
• A good listener and communicator, with the ability to diffuse potentially inflammatory situations relating to the public.
• An assertive (but non-aggressive) manner when required.
• Highly customer focused – Demonstrated ability to relate well to internal and external customers.
