General Practice Surveyor

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a General Practice Surveyor on a 3 month contract with a possibility of an extension.

This position will be a total of 35 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

Provide a dedicated expert surveying function within the County Council’s Estates team, delivering its services, aims and objectives. Provide expert advice on all property matters including lease management, acquisitions and disposal. Provide a role in the operational delivery of the council’s property related aims and objectives in relevant plans and strategies. Review the performance of the Council’s property assets and recommending and actioning approved changes. Close liaison with service providers and stakeholders to ensure their property needs are met.

Job Specific Accountabilities:

• Provide an estate management function to meet all the Council’s property related requirements in delivering its services, aims and objectives including lease and tenant management, new lettings, acquisitions and disposals, property management and Landlords consents.
• Ensure close liaison with relevant service heads to provide the operational delivery of a number of service-lead projects.
• Ensure that the Council complies with ‘best value’ under s123 of the Local Authority Act ’72.
• Provide management of surplus property, rent income and other budgets related to the management of the council’s estate.
• Identifying and take advantage of opportunities to maximise income generation from the Council’s existing assets and provide advice on opportunities to expand/improve the Council’s commercial property asset portfolio.
• Work in collaboration with the Strategic Asset Manager to deliver the projects identified within the Strategic Asset Management Plan.
• Work in collaboration with the FM team to ensure statutory compliance across the estate.
• Keep up to date on current and changing legislation and advise and implement any measures affecting the management of the Council’s estate.

Knowledge, Qualifications and Experience:

• Experience in in delivering a specialist property service to a project team.
• Experience in contributing to property related plans and strategies.

• Experience in working with, or in, a local authority or comparable public sector environment.
• Experience in working closely with a range of people, teams and stakeholders to deliver tangible outcomes.
• Demonstrable skills in providing excellent customer service.

• Knowledge of relevant legislation affecting property matters, specifically landlord and tenant.

• Knowledge in all sectors of land and property.
• Knowledge of the property market and recent transactions relevant to obtaining comparable evidence.
• Knowledge of the County Council’s Infrastructure Policies and relevant Statutory Powers.
• Excellent IT skills, including MS Office.
