Head of Talent

Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for a Head of Talent on a 3 months contract with a possibility of an extension.

Main purpose of post

  • Working directly to the Assistant Director of HR and OD to lead and maintain strategic Talent Management services, including Organisational Development, Recruitment, Retention and Reward.
  • Create strategies and services which will support the Council in meeting its strategic objectives.
  • To be a proactive and accountable member of the HR-OD departmental management team ensuring business continuity is maintained across HR and OD services collectively.

Responsibilities

  • The Assistant Director of HR & OD has overall budget ownership with this role having officer budgetary responsibilities associated with the job in order of TBC
  • The need to interface with a wide range of people both within the Council and with partner organisations including Elected Members.
  • The post has a key role in maintaining effective relationships between the Council and the procured OD and Recruitment services.
  • A member of the HR-OD Departmental Management Team and covering in the absence of other senior managers when required.
  • The post has a key role in advising managers on successful approaches to recruit, retain and develop a diverse workforce to serve the residents of Bracknell Forest. The appropriateness and timeliness of advice can protect the Authority against bad publicity, employment tribunal cases and consequent awards against the authority.
  • Responsible for the overall management of a team including direct line manager of 2.2 FTE staff.
  • Ensure Equality, Diversity and Inclusivity are at the forefront of all services and working practices and collaborate with the Equality and Diversity working group to inform and support excellent standards in development and progression as a Council and Employer.
  • Ensure collaboration and engagement with Public Health England, Trade Unions and staff groups to inform wellbeing support and initiatives coordinated and delivered by the service.
  • Understand and anticipate the need for change within policy and services, diagnose the underlying issues and build the case for change with stakeholders. Build frameworks to plan and manage the continuous process of change including dependencies, risk, potential scenarios and options to mitigate.
  • Be an ambassador for the function and represent the Council HR internally and externally.
  • To maintain effective liaison, negotiations and communications with trade unions and employee advisers to actively foster effective working relationships.
  • Undertake other duties as may be required commensurate with the scale and level of the post.

Skills/Qualifications

  • MICPD, or equivalent educational achievement (Level 7) plus extensive management experience.
  • An OD or HR qualification, or equivalent professional knowledge gained through the significant experience working as an OD or Recruitment specialist or as an HR generalist with an OD / Recruitment focus. Significant experience of strategically and operationally managing a multi skilled service area, including, OD, LD and Recruitment and Retention.
  • Experience of recruitment, retention and reward strategy creation and operational implementation
  • Track record in delivering successful projects and supporting major change, influencing, building and sustaining relationships in order to achieve results.
  • Experience of, and commitment to, continuous service and customer experience improvement and the ability to act as a change agent.
  • Excellent influencing and interpersonal skills with people at all levels, internally and externally.
  • Excellent written and oral communication skills, including presentation skills.
  • Strong coaching/mentoring skills.
  • Effective planning and project management skills with the ability to set and work to (personal, team and Fund) deadlines.
  • The ability to engage, conduct diagnosis, analyse findings, generate options and build commitment to solutions.
  • Numeracy and ability to analyse quantitative and qualitative data.
  • Strong awareness of equality, diversity and inclusivity and a passion to champion progression of all threads through the talent services.
