Purpose of the role –
This role will focus on undertaking investigations in support of grievance and disciplinary cases.
To provide a high quality, professional, outcome focussed effective HR service in line with employment legislation and Council policies and procedures, taking into account the needs of the customer and service area. To advise managers on all aspects of organisational change to enable them to effectively achieve their service objectives. To deliver bespoke and corporate Organisational Development and HR projects in accordance with HR service and client objectives and priorities, including the Delivering Differently programme.
Provide high quality professional advice, guidance and coaching to managers on all aspects of HR policy and performance management to enable them to fulfil their people management responsibilities, ensuring compliance with policies and procedures, best practice and employment legislation. Advise managers on all aspects of organisational change, including TUPE and MTFP restructures. Carry out grading evaluations and ensure a consistent approach in the application of the Council’s pay and grading strategy.
Provide professional advice at formal hearings, meetings and appeals to managers/elected members to ensure compliance with best practice and employment legislation Contribute to, and as appropriate lead on, the development of robust HR policies which meet both the changing and diverse needs of the Council, as well as legislative developments.
Work closely with OD Advisors to deliver a range of transformational HR projects. Provide high quality professional advice to managers, Members and Trade Unions to foster and support good employee relations, including contributing to the negotiating and consultation framework.
Provide an effective and efficient HR service to schools, Academies and other sold service customers, to generate a valuable income stream for the HR service. Manage, engage in, and contribute to a range of HR projects as required.
Contribute to the corporate strategy relating to risk management, mitigating any HR related risks.
Develop and deliver learning and development events delivered by the Strategic HR team. Gather, analyse and interpret information for customers and senior HR management to identify trends and complete statutory returns. Attend seminars, briefings and undertake research and reading, to maintain continuous professional development. Network at regional levels to understand, influence and comply with best practice and share with the team.
Effectively demonstrate the values, behaviours and attitudes required by the Department and the client, setting and promoting service standards, performance management and consistency of service to customers.
Take part in the Council’s Managing individual Performance Scheme Carry out duties and responsibilities of the post in compliance with the City Council’s Equality and Diversity policy. Understand and comply with the City Council’s environmental policies.
Comply with all Health & Safety policies and legislation in performance of the duties of the post. Work with information technology and associated systems in accordance with the City Council’s policies & procedures.
Comply with standing orders, financial regulations and Departmental instructions.
Participate in the induction programme for new staff. Participate in training new staff in operating procedures including IT systems. Carry out any other duties commensurate with the post grade.
