Junior Systems Delivery Officer

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Junior Systems Delivery Officer on a 4 month contract with a possibility of an extension.

This position will be a total of 35 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

To provide systems-focused business support to address the requirements and responsibilities of the service with regards to: general service provision; performance management, monitoring and reporting; business planning; and, budget management.

To support the Systems Delivery Officer with the development and maintenance of the ICT systems used by the service within the corporate framework, including support in co-ordinating Lambeth’s client role in contract management of the council-wide contract for the council’s property-based business support system (Uniform) or successor and related systems.

Job Specific Accountabilities:

• To provide support to the Systems Delivery Officer with communications and engagement colleagues in respect of the service’s website / content management system, including making updates and amendments and liaising re changes to structure and functionality.
• To assist in maintaining the System Issues log and User prioritisation of fixes, reviewing the Issue logs developed and assessing whether issues are user knowledge gaps or new functionality requirements.
• To work with officers in related services to maximise system integration, and with Lambeth ICT officers to develop council ICT systems, for corporate benefit.
• To interrogate new systems packages and functions, developing and undertaking bespoke training programmes to ensure staff are fully trained and conversant with the systems and ICT procedures used by the service.
• To assist with the preparation and co-ordination of internal and external performance returns, and assist in the analysis and presentation of detailed returns as required. Assist in monitoring and evaluating objectives and outcomes
• To be responsible for updating GIS and other planning related databases on the council’s constraints, including mapping on GIS systems to ensure compliance with current legislation. To be responsible for creating maps as and when required.
• To set up and maintain a System Issues log (with IT input as necessary) and User prioritisation of fixes, reviewing the Issue logs developed and assessing whether issues are user knowledge gaps or new functionality requirements.
• To assist with the development of performance indicators / measures and appropriate monitoring arrangements.
• To research and promote best practice in systems development and application, and provide support in commissioning templates, management reports, and statistical returns as required.
• To evaluate, commission, test and develop ICT systems supporting the operations of the service, ensuring compliance with evolving local and national standards.

Knowledge, Qualifications and Experience:

• Demonstrable understanding and successful application of relevant ICT systems (e.g. Uniform and associated packages).
• Good working knowledge and application of Microsoft applications (especially Excel, Access and BI) and IT scripts (e.g. SQL).
• Appreciation of the UK planning system and relevant Development Management legislation.
• Experience of interrogating data, in particular Planning related, and producing simple and effective statements.
• Experience of preparing and presenting high quality reports, briefing notes and complex data.
• Strong data management experience and the development of business processes, rule books and training material, in particular for Planning related systems.
