Property Data Manager

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Property Data Manager on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

To take overall responsibility of the accurate data and system management in the delivery of the Asset Management strategy, determine programmes of planned/responsive works and make sure asset information is robust and up to date. Managing the Property Data & Systems team to ensure delivery of this key area of work, ensuring that key information is provided to Members and Heads of Service to inform investment decisions. Accountable and responsible for ensuring that statistical returns to government are accurate and auditable to ensure we meet our statutory responsibilities.

Job Specific Accountabilities:

• Manage the team of 11 delivering and updating asset data relating to buildings and M&E assets, asbestos and fire safety.
• Lead on obtaining key building information to meet Building Safety Cases and new Building Safety Bill legislation ensuring placeholder available in APEX Asset Management System.
• Completion of LASH Government Return for Property.
• Assist in procurement and undertaking of Stock Condition Survey to Housing stock.
• Maintain completion data from programmes and responsive systems of works, managing the processing and closing out of these.
• Ensuring all H&S data is up-to-date and maintained especially relating to M&E assets, fire safety and asbestos.
• Ensure systems are up-to-date and synchronised – main systems are Apex asset management, RAPID and Northgate Housing Management.
• Ensure team deliver on key areas of responsibilities and that all data provided by the team is correct. They provide a lot of key H&S data especially relating to asbestos and M&E assets.
• Assisting Property Data, Programmes and Systems Team Leader in the overall delivery of the work of the team.

Technical Knowledge and Experience:

• Experience of effectively managing a team to meet targets and provide complex data to varying audiences
• Detailed knowledge of the building construction process in a public sector housing context and also knowledge of the Mechanical and Electrical assets in such context.
• Understanding of the current legislation and other requirements in a local authority setting relating to contracts and procurement processes, and to the national and local policies governing stock investment e.g. the decent homes standard.
• Ability to make informed recommendations for investment priorities and strategies and to analyse complex data sets intelligently in order to prepare programmes of major works.
• Ability to proactively manage workloads to deliver excellent quality work within strict deadlines, and to plan and prioritise work accordingly.
• Advanced MS Excel, MS Word and MS Project skills.
• Good numeracy skills and the ability to analyse and accurately interpret complex datasets.
• Ability to work pro-actively to solve problems.
• Ability to develop good working relationships and effective negotiation and communication skills.
• Degree desirable / equivalent qualifications and experience essential.
• Holding or working towards a recognised accreditation, e.g. CIOH, RICS or equivalent.
• Experience of report writing and using IT to present and communicate accurate data.
• Experience of preparing programmes of planned works based on asset data.
• Experience of complex analysis of stock condition data and procurement of surveys.
