Senior Accountant

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Senior Accountant – Control Accounting role on a 3 month contract with a possibility of an extension.

This position will be a total of 36 hours per week, with hours from 09:00am – 17:00pm.

ROLE PURPOSE:

1. To support the Finance Manager (Control Accounting) in the provision and monitoring of the Control Accounting Function.

2. To provide financial support to managers and teams within the Council with regard to control accounting issues.

3. Advise managers and teams on the appropriate procedures for the financial administration of their services in line with Financial Regulations and the direction of the Finance Manager.

Job Specific Accountabilities:

• This role has supervisory responsibility for up to 5 Finance Assistants within the Team.
• To be personally responsible for carrying out the work associated with the payroll control, income control and banking functions as directed by the FM. This will include: Review and reconcile specified control accounts assigned to the post. Clearance of suspense accounts. Prepare appropriate working papers for the closing of accounts in accordance with corporate time-scales and standards.
• To act as a system administrator for the Council’s banker’s electronic banking system.
• To maintain an up to date working knowledge of the Authority’s Creditor, Payroll, General Ledger, Income Management and Client systems, in order to be able to resolve queries.
• To take personal responsibility for the completion and submission of year end and monthly returns and certificates specified by the FM, including ensuring that working papers exist in line with the corporate requirements of the Council.
• To take personal responsibility for ensuring that the statutory accounting procedures are carried out for a discrete part of the Council’s accounts in accordance with the instructions and timetables issued by the Chief Accountant, for the services supported by the team.
• To supervise Finance Assistants within the team in accordance with the Council’s policy on the performance management and development of staff, and other employment policies of the Council.
• To advise staff on the use of the Council’s Income and Financial Information systems, and to support any training on those systems.

Education, Experience and Skills:

• 3 GCSE passes including Maths & English or vocational equivalent.
• AAT fully qualified or equivalent and / or experience requirements as set out below.
• Passed first year of a full professional CCAB accounting qualification and / or experience.
• Some experience of working within a finance team in the public sector.
• 2 years local government finance experience.
• Experience of using and developing main frame based financial systems within a large complex organisation.
• Ability to effectively utilise IT packages, including Microsoft software spreadsheets and word processing packages.

Position is currently remote working, but will be subject to change in line with Government Guidelines.
