Senior Engineer (Highway Development)

Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for a Senior Engineer (Highway Development) on a 3 months contract with a possibility of an extension.

Main purpose of post

• To assist leading, developing and operationally managing the team. To ensure quality and value for money at all times. To ensure the service complies with relevant legislation, regulations and policies.
• Responsible for planning matters in relation to highways in coordination with Development Management

Responsibilities

• Plan and organise work to ensure the delivery of those aspects of the service for which responsible.
• Undertake / support consultation procedures. Identify issues, resolving as appropriate and escalating complex problems if necessary.
• Collate process and analyse complex information. Ensure all required records and information are maintained correctly.
• Prepare and present results / responses / reports / recommendations.
• Provide authoritative advice, guidance and support to colleagues, customers and stakeholders. Respond to and investigate enquiries / escalated complaints.
• Contribute to identifying and delivering information / activities to support service delivery / promote the service area /.
• Challenge customers’ practice and minimise risk, referring concerns to line manager.
• Work closely with others to clarify changing requirements. Identify, recommend and support the development and delivery of improvements. Contribute to the development and implementation of policies, procedures and systems.
• Lead projects or improvement programmes, or contribute to the delivery of larger projects
• Support others in their development, including external organisations / customers where appropriate.
• Develop good working relationships and communicate effectively with internal / external organisations / partners and stakeholders. Represent specialist area internally and / or externally. Model, demonstrate and promote good practice relevant to the role.
• Support partnership agreements and partnership working within area of responsibility.
• Contribute to service / business plans for area of responsibility and to wider service planning and development activities.
• Contribute to budget planning as required.
• Quality check documents, decisions and / or presentations before delivery
• Act in accordance with all policies and procedures which apply to the job and understand the reasons for this.
• Evaluate the impact on the highway network as a result of development and building schemes.
• Advise developers on highway design and construction issues.
• Check developers’ plans to ensure conformity with the current regulations, standards and specification.
• Liaise with the Legal Services regarding planning issues including section 106 and 278 and other legal agreements.
• Check or carry out designs, plans, programmes, and undertake schemes under section 106, 278 and other legal agreements.
• Prepare/ review cost estimates for section 106 and 278 works.
• Supervise works on site, measure finished work and check accounts.
• Agree and arrange temporary highways works and restrictions associated with construction
• Write/ review routine reports and correspondence relating to the above subjects.

Skills/Qualifications

• Degree in Highway / Traffic Engineering or equivalent.
• Incorporated Member of a recognised engineering institution or equivalent.
• NRSWA Registration.
• A sound educational background with a proven record of continued professional development.
• Previous, relevant management/ supervisory responsibility.
• Experience in managing budgets.
• Experience in managing consultants/ contractors.
• Ability to deal with a variety of correspondence and prepare written replies and reports.
• Ability to manage staff and work with people at all levels.
• Ability to work on own initiative and to prioritise workloads against deadlines of self and team.
• Confident, self-motivating and innovative
• Ability to work unsupervised
