Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Senior Liability Claims Officeron 3 months contract with a possibility of an extension.
Purpose of the role –
To minimise the frequency and financial/reputational impact of insured liability losses to the Council; To design, implement and manage the pre and post litigation liability claims processes, strategy and supply chain; To provide feedback on claims to support risk improvement.
Resolve insurance liability claims through the interpretation of policy wordings, developing case law and overarching claims strategy, ensuring best financial / reputational outcome for the account
Oversee the efficient and effective management of self-handled liability claims
Develop and keep under review the Council’s liability claims procedures, identify and deliver opportunities for strategy improvement ensuring that the process meets legislative and governance requirements.
Implement appropriate strategies to manage and deal with the full range of legal liability claims brought against the Council
Maintain an awareness of Government consultations, review new legislation and case law and disseminate relevant information throughout the Council.
Support the procurement of Liability and other insurance contracts and reviews in accordance with the terms of the contract.
Create and manage a suite of Liability claims related Management Information, analysing output to inform process / risk improvement measures.
Support the production of actuarial reviews of the Council’s Insurance Fund.
Manage service delivery and quality within the claims supply chain contracts including Barristers, solicitors, insurers, adjusters etc.
Supervise the provision of responses to relevant Freedom of Information requests as they relate to Liability claims.
To provide advice on legal liability and other insurance issues to Council functions and external clients.
To support the budget setting process in relation to corporate insurance costs.
Experience of local authority insurance matters
Experience of dealing with self-insurance and procured insurance arrangements
Experience of procurement of insurance services
Ability to communicate with senior officers and members
Knowledge and experience of schools insurance market
CILEx (Chartered Institute of Legal Executives) or CII (Chartered Insurance Institute) qualified
Experience of managing claims for abuse, stress, defamation and industrial disease (including those with exposures over multiple insurers)
Experience of developing and managing a claims strategy framework
Experience and knowledge of creating and delivering insurance claims supply chains, auditing programmes, identification of leakage rates and designing and implementing process solutions.
Experience of small claims management, including representation at court hearings
Ability to create triangulations utilising / interpreting claims data
Experience of negotiating, interpreting and implementing commercial insurance policy wordings
An understanding of EU procurement regulations and experience of drafting public sector tender frameworks, tender documents, contracts and service level agreements.
Experience of commercial claims consultancy, public sector claims and public sector insurance procurement.
Understanding of the local government insurance market and a working knowledge of local authority insurance policy wordings and exclusion.
