Building Control Manager

Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Building Control Manager on a 3 month contract with the possibility for further extension.

Job purpose:

The post holder is the designated Senior Responsible Officer for the discharge of all of the client’s Building Control responsibilities. Management of a Building Control Team, ensuring agreed team plans and performance targets are delivered and that a culture of putting our residents first and continuous service improvement is maintained. To deliver a risk based operational strategy to ensure the Building Control service meets the demands of the Building Safety Regulator and Building Safety Act 2022. To have responsibility for the allocation, review and actioning the team’s varied and substantial caseload, ensuring all forms of application determined are properly checked for compliance with all relevant statutory building control requirements. To ensure Building Control operates successfully in a competitive marketplace of Building Control Service Providers.

Main duties and responsibilities:

• Act as Senior Responsible Officer for the discharge of the client’s statutory Building Control functions.
• Lead the development and implementation of the Building Control service ensuring the team are effectively managed, continuously monitored and reviewed. and deliver expert advice in accordance with agreed performance standards.
• Ensuring that Building Regulation applications are processed, without exception, within the statutory time periods and, Departmental targets, and aim to always bring applications into conformity with statute including ensuring there are policies in place to reduce the number of rejections and resubmissions.
• To ensure the Building Control Team operates to achieve conformity with Building Regulations, the Building Safety Act and statutory requirements and that full and accurate records are kept of all inspections.
• Prepare, manage, and develop the Building Control Service to meet the demands of the Building Safety Regulator.
• To act proactively in identifying sites requiring inspections, even when no request for inspections has been made e.g., contentious sites, illegal works, and sites where the standard of workmanship appears to be particularly poor, or the method of construction is unusual.
• Ensure that the team keep comprehensive, accurate and legible records and proofs of evidence, enabling the defence of the client in event of legal challenge.
• Prosecute ‘contraventions’ as necessary and have any Notice served by the client upheld by a court by ensuring all necessary action by way of reports, service of notices and decisions, enforcement, preparing proofs and giving evidence for prosecution, and acting as the client’s expert witness in respect of jobs for which he/she is responsible all to ensure effective Building Control and conformity with statutory requirements (or peer reviewing when undertaken by deputies).
• Manage a limited caseload of complex schemes.
• Ensure the provision of a dangerous structures service, including an out of hours response. Inspect dangerous structures and where necessary take action, as defined in client’s policy or in accordance with established working practice, to have the danger removed as required by statute using service of notices, court proceedings and contractors, as necessary.
• Ensure a positive approach to the recouping of the client’s costs in relations to the enforcement process, dangerous structures, or direct works costs.

Requirements:

• A degree in building control/building construction/surveying
• Membership of RICS, CABE, CIOB or MBEng or I Struct E,
• Evidence of continuing professional development including the requirements of the Building Safety Act 2022
• Ability to undertake site visits
• A valid UK driving licence and a car available for work at all times
• Attendance at external LABC/LDSA meetings
• Experience of managing officers undertaking complex structural engineering and/or civil engineering calculations and fire engineering strategies
• Experience of managing contractors
• Experience of budget management, marketing of the service and income generation preferably within a Local Government context
• Experience of defending the client at inquiry or in court proceedings
• Extensive and up to date knowledge of Building Control Regulations and legislation
• Ability to establish new clients for Building Control and develop and promote the service
• Ability to identify and implement pragmatic solutions to both technical and management issues
