ICT Systems Project Manager

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for ICT Systems Project Manager on a 2 month contract with a possibility of an extension.

This position will be a total of 37 hours per week, with hours from 09:00am – 17:00pm.

Job Purpose:

This short term role has been created to undertake a full feasibility study into the transfer of a major shared services database (PARIS) into a new childrenʼs services social care system as well as plans for transferring the data from health visitor, special educational needs and other associated services.

Job Specific Accountabilities:

• Confirm and document the requirements for the replacement system
• Assess the impact of decommissioning the existing system
• Consider alternative systems and the scope of what is required
• Assess potential approaches to data migration
• Understand the resources needed to deliver the project, including time and effort of key stakeholders such as childrenʼs services, ICT and adult services employees
• Understand the full costs of implementation and post go live support and management
• Estimate the implementation timescales of the project from scoping to go live
• Capture risks and issues to predict challenges which could prevent the project from becoming a success.
• Produce a report that can be used to make a management and business decisions

Knowledge, Qualifications and Experience:

• PRINCE2/Agile Practitioner
• ITIL Foundation
• Evidence of continuing professional development particularly with regards to remaining current with infrastructure and security technology and best practice.
• A minimum of 5 yearsʼ experience of working as a technical ICT Project Manager or IT Systems Manager
• Experience in using a structured project methodology eg PRINCE2, ITIL, Agile
• Experienced at compiling realistic, large scale feasibility studies to enable effective management decision making
• Experience of implementing major childrenʼs databases, knowledge of Cloud, Infrastructure and Services and CyberSecurity
• Experience in project documentation and change control
• Experience in the estimation of costs and staff resources.
• Strong organisational abilities including time management, creative thinking, problem-solving and multitasking.
• Strong interest in digital solutions and technology and be able to understand technical concepts and communicate them to different audiences
• Knowledge and understanding of legislation, statutory frameworks and policy affecting services for children, young people and families
• Knowledge of services for children and families (including relevant national policy and legislation) in a local authority setting is also desirable.
