Strategic Commissioner

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Strategic Commissioner – Integrated Commissioning Mental Health and Learning Disabilities on a 3 month’s contract.

About the role

The role-holder will take the lead on commissioning across a series of integrated mental health programmes. This will include the development of a vibrant local mental health partnership across the NHS, Local Authority, Voluntary and Community Sector and residents in delivering the Community Mental Health Framework and other aligned local and national strategies.

About you

We are looking for a dynamic and experienced candidate who has a proven track record of developing strong relationships with providers and developing high performing partnerships to improve outcomes for residents. For this role you need to be HCPC Registered, also Enhanced DBS is required.

The skills, knowledge and experience include:

• Extensive experience and knowledge of commissioning in an NHS and/or Local Authority environment.
• Flexible and able to work on several projects concurrently, the ability to prioritise and organise workload and maintain pace across different work streams.
• Outcome and evidence-based commissioning, including evidence of taking projects through the whole commissioning cycle.
• Ability to lead and to work collaboratively with a range of people including residents, providers and senior managers in a complex multi-agency environment.
• Excellent written and verbal communication, negotiation and influencing skills.
• Ability to use IT systems and conventional systems to manage statistical information and to produce reports for others.
• Evidence of a commitment to, and an understanding of, diversity and equal opportunities issues and how to implement in practice.
• Experience and skills for working in a political environment.
• Experience and skills for writing and presenting policy and strategy to inform others about relevant issues and recommend appropriate future action.
• Experience and evidenced based skills for successful project management and delivery of agreed outcomes and improved performance within specified timescales.

Work Environment:
Primarily home based at present due to the pandemic, although this will be subject to change (in line with the client’s commitments on agile working, below). It will require some office working.The building comprises a swimming pool, leisure centre, library, customer access centre, café and office accommodation and is one of the greenest buildings in the area.

People Management Responsibilities:
Responsible for the line management of 2 to 3 members of the team, with some matrix management responsibilities on certain projects.

Relationships:

The post holder will be required to:
Present highly complex information about projects, initiatives and services to a wide range of stakeholders including service users and their families, providers, elected members, clinicians and social care teams
Develop a constructive relationship and dialogue with representatives of resident, carer and patient groups to help develop appropriate and responsive services
Nurture key relationships and maintain networks internally and externally
Work closely with colleagues to ensure commissioning activities are integrated and there is a smooth transition through the commissioning cycle
