Head of Estates and Asset Management

Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Head of Estates and Asset Management on a 12 month contract with the possibility of extension.

The post holder will be responsible for:

• Allocating rent reviews and lease renewals, some of which may be complex and/ or political and ensuring that the client’s income from its Rent Roll is delivered.
• The establishment and delivery of commercial property management services which may include acquisitions, disposals, valuations (RICS Red Book Asset Valuations as appropriate), valuations and landlord and tenant, CPO (as occasion requires), any other valuation work such as rating as required.
• Act as the organisational lead on managing the client’s Asset Valuation process, liaising closely with the Capital Accountancy team and Internal and External Auditors. Ensure that asset valuations are prepared to specification ensuring compliance with statutory regulations and requirements.
• Ensure the client fulfils its statutory and fiduciary responsibilities with respect to property valuation, property disposal and estate management.
• Ensure the team’s professional standards in fulfilling the client’s statutory and contractual obligations as the client’s position as landlord or tenant of property.
• Ensure that excellent and effective estate management and valuation records are maintained to fulfil the requirements of the Asset Management Framework, and to help inform the future direction of the client.
• Provide professional advice to the client on matters relating to the work area.
• Ensure the involvement of and consultation with stakeholders in the delivery of services.
• The establishment and implementation of appropriate commercial strategies and improvement programmes for the client’s commercial property and other let portfolios, including compliance with H & S and other statutory requirements and in accordance with agreed leases.
• Ensure the implementation of good/best practice principles in the area of Asset Management, including a “corporate landlord” approach to property management.
• Carry out day to day property management duties
• Liaising with tenants ensuring that a high standard of communication and service are achieved at all times.
• Deal with allocated property matters which may include negotiating release of covenants, temporary licence agreements, and easements.
• Work to develop the client’s reputation as a successful client which manges its assets well..
• Represent the Assistant Director – Strategic Property as appropriate
• To lead, motivate and develop the performance of staff within the Estates and Asset Management Service.
• Provide effective centralised control of all Estates and Asset Management budgets for the portfolio..
• Develop savings plan across Estates and Asset Management contracts and one-off contract spend. Review contracts and frameworks

Requirements:

• Qualified to degree level or equivalent in Estates and Asset Management services, valuation, surveying in a Local Government environment with a minimum of 10 years’ experience. RICS membership status essential.
• Substantial Estates and Asset Management experience and operational experience in managing complex developments and site assemblies, disposals or Lease events.
• Proven track record of leadership and effective management in a Estates and Asset Management environment as well as a high level of commercial awareness
• Experience of leading and managing professional teams
• Experience of developing, implementing and managing business plans, strategies and growth development
• Experience of co-ordinating and managing projects and change management programmes to deliver transformation of services
• Experience of managing large and complex budgets
• Knowledge and experience of a range of built environment issues such as health and safety legislation and buildings statutory compliance
