Asset Data Manager

Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for an Asset Data Manager on a 3 month contract with the possibility of further extension.

Main responsibilities:

  • Direct a programme of survey work that ensures the Housing Revenue Account (HRA) stock is surveyed on a 3-year cycle and that computerised records of the surveys and condition are kept and maintained.
  • Ensure the integrity of the Management Reports Incorporated (MRI) Asset Management/Stock Condition database and other data management systems are maintained and built into our client’s business processes.
  • Help with the development of a 30-year capital investment programme of work for the HRA stock that meets the needs of the HRA Business Plan and Annual Business Plan requirements.
  • Direct and manage a programme of in-flat survey work that monitors the Decent Homes standard and provide quarterly updates to the client’s Leadership Team.
  • Assess and prioritise major works projects for handover to Client Surveying team including consideration of Decent Homes, the client’s standard and legislative requirements
  • Assist the Asset Programme Manager in the development of capital works programme by scheduling planned works for the stock. To record these planned projects in the stock condition database and make sure the data for these projects are kept up to date.
  • Keep abreast of any strategies and policies (for example housing, public health) that may impact the client’s activities; assist in assessing their impact; and contribute to writing policies and procedures for implementing necessary changes. Assist the Senior Client Programme Manager and the Asset Programme Manager in preparing technical reports for the Leadership Team, Finance and Asset Strategy colleagues, to enable decisions on planned expenditure and the development of the Asset Strategy.
  • Assist and/or produce stock data and reports for other departments within Growth, Planning and Housing (GPH) including Mechanical and Electrical department, Leasehold Operations, Development and Regeneration departments, and contractors.
  • Assist the Asset Strategy team in maintaining its procedures and processes.
  • Manage and maintain, and if required, enhance the condition survey process that collects data to address all the business needs of our client from linking stock data to the Housing Management System to the planning of major works.
  • Manage the process of completing the condition surveys on a 3-year cycle.
  • Manage and maintain the process of completing the Decent Homes surveys on a 3-year cycle.
  • Analyse the stock condition survey data and develop necessary benchmarks and Key Performance Indicators on programme expenditure
  • Manage MRI Asset Management database to ensure it is maintained and remains up to date.
  • Support the development of information systems (including the use of Orchard Housing Management System and any other appropriate systems) to ensure the delivery of an efficient asset management function in line with good practice.
  • Maintain the MRI Asset Management database
  • Document and regularly review processes for extracting and building the 3 and 5-year capital programme.
  • Complete and update component costs in the MRI Asset Management database to assist calculation of project costs within the capital programme before they are scoped up at Client Brief stage.

Requirements:

  • Experience of working in a project management environment dealing with either repairs/capital works/housing stock data in either public and/or private professional offices.
  • Experience of managing large stock condition surveys.
  • An understanding of stratified sampling techniques and data analysis
  • Experience of analysing technical information systems to provide a technical input into Asset Management and business plans.
  • IT literate, with a working knowledge of spreadsheets and integrated databases
  • Experience of working in a housing environment.
  • Flexibility in approaching a wide range of tasks, from the strategic to matters of detail.
  • An ability to question proposals and to ensure they evidence value for money.
  • Awareness of the political landscape impacting on delivering real estate projects.
  • Astute financial acumen.
  • An ability to work closely with senior managers and a wide range of stakeholders.
  • Tenacity.
