Head of Strategic Category Management

Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Head of Strategic Category Management on a 3 months contract initially with a possibility of further extension.

Main accountabilities:

 Head and be fully responsible for an assigned category including leadership, developing
progressive partnerships and achieving community benefits, providing high-level pioneering
procurement and category advice on supply matters including supply development.
 Enable procurement project and category management requirements, ensuring third party
arrangements deliver very challenging corporate ambitions, the Progressive Procurement
Strategy 2020/27, community wealth building, inclusive economy, social value and secure
savings.
 Formulate direction and advice, manage change, and lead and influence both internal and
external stakeholders in all matters to do with procurement, category management and
supply to board level, considering impact to residents, service users, partners and
businesses.

 Oversight of procurement project and category management within legislative and
governance frameworks, explaining impact on residents, service users, partners,
organisations in the public, private and/or voluntary community sector and/or the Council
itself.
 Demonstrable full understanding of category including issues, risks, complexities, spend,
potential efficiencies, income generation etc., providing advanced commercial expertise,
whilst working alongside peers to cover procurement categories whenever needed.

Requirements:

* MCIPS or Equivalent
* Recent public sector experience in large and complex environment
* Worked at Head or Deputy Head style level

* Understanding of ring fenced budgets, grants, revenue and capital expenditure

* Work in complex and political stakeholder environment
* Motivation and energy for driving supply transformation and innovation
* Used to a level of direction followed by autonomy with reporting back on results
* Able to quickly provide market insight and forge relationships with senior stakeholders
