Principle Estates Surveyor

Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Principle Estates Surveyor on a 6 months contract with the possibility of further extension.

Role purpose:

Lead on all Estates Management matters and be responsible for the operational management of the Estates Surveying Service ensuring agreed service plans and performance targets deliver an improved return on significant assets to achieve value for money and significant savings for the client.

Main responsibilities:

⦁ Responsible for the selection, development, and performance of the Estates Surveying team in line with the client’s HR policies.

⦁ Provide clear and unambiguous direction to the team and ensure they receive the appropriate level of communication to maintain engagement with the client’s activities.

⦁ Ensure team members have up to date knowledge on current H&S legislation aligned with best practice and corporate guidance.

⦁ Ensure staff professionally discharge all day to day commercial and other activities within their remit.

⦁ Understand the needs of customers and convey this to colleagues across the asset management portfolio ensuring staff adhere to the client’s customer care standards when undertaking work for internal or external customers.

⦁ Ensure designated suppliers, contractors and staff undertake customer service activities in line with the client’s vision of ‘putting residents first’ and fulfil their obligations to receive, manage and respond to complaints.

⦁ Provide an Estates Service to all Service Groups within the client and identify programmes of work to meet the property requirements of the client’s policy objectives.

⦁ Provide direction to the sales and disposal process with an ongoing disposal forecast.

⦁ Represent the client on a variety of property matters, including acting as expert witness in legal proceedings, Arbitrations, Tribunals and Court hearings.

⦁ Undertake and oversee the work of others in respect of property management, negotiations, disposals, and all types of valuation work.

⦁ Represent the Estates Team on multi-disciplinary groups to advise on policy, programming, and appropriate procedures.

⦁ Ensure compliance with statute, regulations, local schemes etc. and makes sure that operational areas work to the requisite standards, including in-house and external contractors.

⦁ Deal with all enquiries concerning the possible sale or letting of client owned land and offers to sell or lease to the client.

⦁ Support the marketing and letting of vacant premises including the production of property particulars, advertising, and selection of tenants.

⦁ Comply with all requirements specified within the client’s policies, relevant codes of practice, legal requirements/regulations, financial procedure rules, H&S, contract procedure rules and operating standards, service level agreements and schemes delegation.

⦁ Support the management, co-ordination, budget setting, monitoring and reconciliation of all service charge expenditure within the portfolio.

⦁ Provide valuation and property management advice and undertake valuation work involved in viability studies and estimates. Prepare and maintain schedules of comparable evidence for rents and sales.

⦁ Provide advice and actively engage in the procurement, instruction and management of consultants or contractors employed to assist with the delivery of strategic property development projects and delivery of capital receipt targets.

⦁ Ensure all purchasing and procurement is conducted in line with the corporate guidelines with appropriate use of the client’s financial systems.

Qualifications:

• Degree or equivalent qualification in relevant subject
• RICS membership
• Minimum 3 years’ experience working in an Estates Management service
• Experience of managing a team
• Demonstrable experience and knowledge of Landlord and Tenant Law and
  practice
• Experience of analysing and conveying complex information to a number
  of different audiences
• Experience of involvement in change management and professional practice improvements
• Demonstrable property case management skills
• Influencing and negotiating skills
• An understanding of income recovery and the management of commercial leases and licences
