Project Manager (Band 4)

Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for a Project Manager (Band 4) on a 6 months contract with the possibility of an extension.

About the role:

This role will have responsibility to support th Strategic Lead – Digital and Innovation to help deliver the new Digital & Innovation Service. This will include, transition, disaggregration and adoption workstreams as well as planning around the stand-up of the new services six core functions – Technology, Architecture & Data, Delivery, Product, Customer Experience & Digital & Smart City. Each of these functions has its own priorities and objectives and it will be your responsibility to support the Strategic Lead to work with the Digital Leadership Team to develop and deliver these.

Main responsibilities:

• You will develop relationships with sponsors and stakeholders across the organisation fostering collaboration and partnership, for example heads of service, directors and the executive leadership team.
• You will use a combination of waterfall and agile methodologies to set out plans and boards and ensure day-to-day task and resource management and reporting. You will monitor time, cost and quality, from start to finish, ensuring deliverables are aligned to the directorate’s and client’s strategic priorities.
• To help the Service continue to grow and develop towards a “one service” mentality, you will be a project management professional with great leadership, communication and influencing skills. You are confident and positive in your approach and able to apply appropriate levels of project management. You can see the bigger picture, drawing insights from complex data and joining the dots to ensure our portfolio of work is delivered as efficiently as we can.

• The post holder will provide project management expertise in the capacity of Subject Matter Expert in order to support the setup of the Digital & Innovation Service.

• Support the delivery of the Digital & Innovation Workstream – organising, directing and motivating individuals to ensure the successful delivery of a range of projects.
• Undertake full project management duties as required, including the production of high-quality documentation within the specified constraints of time and cost.
• Ensure the project produces a result that can achieve the benefits defined in that documentation
• Manage business and project risks, including the development of contingency plans.
• Manage project budgets, ensuring outcomes are delivered on time and within budget.
• Understand when delegated decision making is required and take responsibility for change controls, assuring the overall direction and integrity of the project is maintained.
• Maintain and manage stakeholder relationships; establishing and promoting the meeting of stakeholder objectives, undertaking reporting as required, and where necessary providing an arbitration function.
• Liaise and negotiate with external suppliers and partners (as required) to secure services or products and agree appropriate costings (taking into considerations any procurement).

Skills required:

• Outstanding scoping, planning and project management skills: the ability to take a fresh perspective and look to the future at the same time as driving through existing work streams.
• Experience of managing change or organisational change successfully.
• Outstanding communication skills and the ability to build relationships to implement project deliverables and secure collaboration from services and external organisations.
• Political awareness and an appreciation of context.
• The postholder will use their judgement to implement the deliverables associated with the client’s change agenda effectively.
• The ability to draw broad and novel insights from large and complex sets of data, as well the expertise to spot problems and assist with more technical work.

Qualifications:

• Hold a suitable professional qualification directly related to the post or hold a degree in a relevant discipline (Degree/relevant qualification level or relevant knowledge and experience)
• Evidence of continued professional, managerial and personal development
• Ability to apply financial planning and management to projects and linking these to the Medium-Term Financial Plan.
• Outstanding knowledge of MS Office including advanced Excel, PowerPoint, and MS Project.
