Senior Placements Officer

Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Senior Placements Officer on a 3 month contract with the possibility of further extension.

Purpose of the role:

To lead on the brokerage of services on behalf of residents who have specific social care needs, using expert knowledge of client groups, systems, care markets and negotiation skills to ensure that appropriate, value for money care is commissioned. Main accountabilities:

• To lead the sourcing, negotiating and purchasing for brokerage of placements ensuring value for money is achieved, savings are recorded, and contracts are in place with external providers for defined client groups.
• To ensure tight control of commissioned spend on placements and packages of care for the client groups within the area of responsibilities.
• To undertake negotiations with providers on care packages and placements and to support junior officers to develop their practice
• To support the commissioning team to commission services from external markets and to assist the development of new models
• To create, analyse, use and disseminate accurate intelligence on the relevant care market(s) covered by the team.
• To monitor and manage the day-to-day delivery of commissioned care services for the client group(s) and escalate issues appropriately.
• To proactively support quality assurance and information quality across the service.

Requirements:

• Knowledge and experience of brokerage processes for community health and social care provider services for transitions, adults and families with specific reference to care packages, contract and quality assurance processes
• Knowledge and experience of hospital discharges and how a hospital hub operates
• Knowledge and experience of the market for care and support services
• Knowledge and experience of the Ofsted and Care Quality Commission essential standards, and relevant legislation and guidance.
• An understanding and knowledge of Adult Social Care and Care Act 2014
• An understanding of the health and social care needs young people, older people and people with physical and learning disabilities, and the role of brokering services to meet identified needs.
• Good understanding of and experience in working with the defined client group(s), including the issues affecting service users, carers and families, legislative and policy drivers, good practice and innovation
• Demonstrable Experience of negotiation, particularly in relation to health and social care services including successful negotiations with Service Providers around contract specifications and costs for adult residential and social care.
• Experience of working jointly with Care Managers, Social Workers and Service Providers to produce creative, cost effective support plans.
• Experience and proficiency in data entry, analysis and reporting of financial data from spreadsheets and databases.
• Knowledge and Experience of costing support plans including experience of using the Care Funding Calculator, and other benchmark tools while delivering cost savings.
• Experience of contributing at an operational level in delivering service improvement.
• Experience of operating within the legislative framework concerned with Learning Disabilities, Older People and Community Service Solutions
• Experience in supervising staff
• Knowledge and experience of using mosaic (or similar), sap, CM2000, Dynamic Purchasing Systems
• Ability to use IT/ financial proficiently.
• Good planning, time management and organisational skills.
• Self-motivated and able to work on own initiative.
• Ability to identify difficulties, problems and recommend corrective action.
